Why does the tax reform amendment to be put to the voters have to be so complicated?

It would have been much easier to either set a specific percentage cap, such as we have now with Save Our Homes at 3%, or the rate of inflation which is a figure that is easy for the voters to track.

The one issue with Save Our Homes as it stands now is the disparaty between residents who have accrued years of savings under the cap and those who have not. This could have been easily solved by allowing portability which would have allowed tax payers to take some of that savings with them when they moved.
